“This election is held according to a new system. It is an election in which a representative is elected to the ward. It is an election in which thieves should be chased away and elect a team from a political party that has a plan and ability to work for the area. As such we ask the voters in the area to bring victory to the JVP that has never stolen from the people,” said the General Secretary of the JVP Comrade Tilvin Silva.
He said this at a ceremony held at Embilipitiya to launch the development plan of the JVP for Embilipitiya UC and Pradeshiya Sabha. All the candidates of the JVP contesting the local government election for Embilipitiya UC and the Pradeshiya Sabha and a large crowd were present. First, the copies of the development plan were presented to Maha Sangha.
Making the keynote address Comrade Tilvin Silva said, “Handing over nomination papers is an important event at an election. If there are no nominations there wouldn’t be an election. None of the nomination papers handed over by the JVP at this election was rejected. Those who have ruled and are ruling our country could not even hand over nomination papers without getting some of them rejected. Two of Mr. Maithripala Sirisena’s teams were rejected Mr. Mahinda Rajapaksa’s 11 nomination lists were rejected. The nomination list for Maharagama was rejected for entering a female as a male.
We of the JVP always work with a plan. We got down all the candidates of our party before receiving nomination lists was closed and introduced the plan of the JVP that would be implemented if we win the election. Now, this too is being copied by those who have ruled the country.
We are contesting the election not to make a mere presence but to achieve a massive victory. We could see not that this could be achieved.
The electoral system is a new one. With this, we could make anew our politics. What is special in this electoral system is that the preferential system has been abandoned. Even when the preferential ‘dogfight’ existed the JVP could do its politics without the ‘dogfight’. Only the JVP has that discipline. We still have the friendship and the comradeship.
At the election, the votes from the ward elect the person nominated for the ward. However, only the JVP possess unity and comradeship. 60% of the councillors are elected from the wards and 40% would be elected from the lists. This means your vote won’t go waste. If the person in your ward gets majority votes he would become the councillor for the ward. If not your vote would be counted to elect proportional representation. If ‘the bell’ gets majority votes in a ward the JVP member is elected as the councillor for that ward. Also, these votes would be counted to elect from the proportional list. Whether ‘the bell’ wins or loses it would be represented in the council.
This time the voter who votes would not lose as his vote would be counted and he would get a member elected with his vote. So this is a system that brings victory to the voter.
In the preferential system, we were not aware who would represent us. However, in this system, we know that a member would be elected to the ward and he has to work and be responsible for the ward. Hence, we need not elect those who steal public money, engage in frauds, corruption, rape women and abuse children, those who plant cannabis and engage in crime. There were and are such people elected to councils.
There was a news item that states a study carried out by an election monitoring institute had revealed that 60 criminals have been nominated as candidates for the forthcoming local government election. We could certify that there are no such elements in JVP nomination lists.
Mr. Mahinda Rajapaksa’s group commenced the election campaign by assaulting doctors at Mahiyangana. A candidate from Mr. Mahinda Rajapaksa’s group contesting Kaduwala UC has threatened his mother with a pistol for attending a meeting of another party. Hence, you have to be careful when voting. There are criminals and who would engage in crimes in nomination lists of other parties.
A councillor of a Pradeshiya Sabha would get a monthly allowance of Rs. 15,000. If he continues for four years he would get Rs. 720,000. To earn this, certain candidates spend more than Rs.1 million. They would earn this money by doing two contracts if they win. Take them if candidates distribute goods. However, you need not vote for them. For, he is definitely a thief, a fraudster and would engage in corruption. Elect someone who is not a thief, a fraudster or a liar. Only the candidate of the JVP would fit into this category.
Let’s chase away thieves and fraudsters and give the council to a good team. Removing garbage is the duty of the council. However, at present, the councils don’t have plans to remove garbage. As a result, garbage is dumped everywhere and the whole place stinks. By recycling the council can produce fertilizer, earn an income and keep the area clean and beautiful. We have done this for eight years at Thissamaharamaya.
The controversial bond scam was first revealed in parliament by Comrade Anura Dissanayaka. Next, Comrade Sunil Handunneththi, its Chairman, said at the Committee on Public Enterprises (COPE) that a fraud had been committed. Certain UNP Members attempted to sweep the crime under the carpet saying no fraud had taken place. Some such UNP Members wrote books saying no fraud had taken place. How could members of the UNP in the village face others in public? We invite them to join us to develop the village.
It is very clear now that the Central Bank fraud was committed to carrying out the propaganda campaign of the UNP. The report of the bond commission has been released. It was given to the President. The President sent it to the Attorney General. The Attorney General was appointed by this government. Will the AG go against the government? Nothing would happen to the report. The fraudsters would never stop the corruption. All of them come to councils to steal. Rogues support each other. Let’s stop stealing. First, we’ll stop fraudsters carrying out their evil programmes in the village. Only the JVP could stop thieving. Let’s stop the crimes committed by thugs, underworld figures and so-called politicians from the village. This is what we could do in this election. Let’s elect the best person for our council.
The councillors of the JVP do not use the allowance they get for their personal use. It is credited to a party account. This fund is used for the service of the people and the village or the town. This fund was used when there were the tsunami and floods. Isn’t such a party good for your council? Such a party can develop the village or the town. If a person from this party is elected to the ward the ward can be developed. Let’s abandon the thieving group and elect a good team.”
